Being able to export filtered MAR using the tags is helpful, but currently we have to have an 'exclusion tag' system so that we can print both sets separately.

For example, if we tag PRN medication as such, we can print out all PRN medication on it's own, but we then have to tag everything else as 'Not PRN' so that we can print them on their own too.

Having a 'No Tag' default filter built in would allow us to generate a MAR only with medication which is not in any other filter, removing this extra step.

Another way to look at this could be choosing whether or not we filter in or filter out based on tag, which would also achieve this outcome (by filtering out all tags) and possibly have other uses.
