Add 'file upload' as a support plan section type

Currently we can upload files within text section of support plans. This is great, however it would be even better if we could force this by having a section which is only a file upload which we could then mark as required.
This would primarily be useful for ensuring safeguarding support plans included the legal documents related to them (section 47, POA documents, etc).
