Register: Ability to add a tag on the sign out

Register tags are able for usage during Sign-in only. We should evaluate to allow to edit the tag at the moment of the sign-out by keeping the dropdown visible at sign-out (or similar).
- Using the register, tags are only available at the sign-in, but we're using it for Transportation purposes.
- The possibility to link a specific tag as default to a participant would be ideal

The client is using the register tags to indicate the transportation method the participant is taking home. This is necessary for security reasons.
